Identify the proposed arrangement, the participating parties, the benefits described, and the documents that support the explanation. Ask: What exactly is being proposed, and what remains unstated?

Connect the proposal to its plan documents, administrative material, and employee-facing explanations. Notice where descriptions differ or leave a responsibility unclear. Ask: Which document supports this statement, and which version are we reading?

Examining savings assumptions
Separate inputs, assumptions, projections, and documented results. Look at which populations and time periods an illustration actually uses. Ask: What could change these numbers?

Map employer, payroll, administrator, and agent responsibilities. Identify handoffs, questions, and the information required for implementation. Ask: Who owns this task, and how is it documented?

Explain program responsibilities and benefit access in language employees and employers can use. Recognize the difference between an explanation and a promise. Ask: What will an employee understand from this message?

Distinguish enrollment, activation, logins, unique patients, completed encounters, and follow-up. Examine what the available evidence can and cannot show. Ask: Who could use the benefit, who did, and how is use defined?

Recognize when a tax, legal, payroll, or benefits question should be taken to a qualified specialist rather than answered through a sales explanation. Ask: What is outside the scope of this educational discussion?

Identify unresolved questions and the point at which a qualified specialist should be involved.
