Fixed-Indemnity Policy Proceeds Are Taxable to Employees
SIMERPU recap and commentary: Mardy Gould

Quick recap
USI bulletin summarizes the fixed-indemnity CCA, illustrating monthly wellness payments and explaining income, withholding and Form W-2 consequences.
SIMERPU’s viewpoint
USI’s bulletin translates the CCA into paycheck and reporting consequences. SIMERPU would use that practical orientation to examine how employees are told about benefit payments and year-end reporting. The program’s financial illustration should be consistent with the treatment the administrator expects to apply.
What this source contributes
The bulletin connects monthly benefit payments with paycheck and year-end reporting consequences.
What remains unanswered
The proposed employee illustration and reporting instructions must be reconciled for the actual program.
Mardy Gould’s take
I would want the employee’s expected paycheck and year-end explanation to agree. If a presentation shows a financial result, ask payroll how that result is produced and reported. Employees deserve to understand the benefit they receive and the treatment the employer expects to apply to the payment.
Questions I would bring to the conversation
1. Does the paycheck illustration match the reporting instructions?
2. Who determines the treatment of each benefit payment?
3. How are employees informed of any correction?

What would change our assessment?
Verified policy terms and consistent payroll and reporting instructions could resolve implementation questions raised by the bulletin.
